The term "financial entity", within the meaning of DORA, covers around twenty categories of organisations listed in Article 2 of the regulation: credit institutions, investment firms, payment and e-money institutions, insurance and reinsurance undertakings, crypto-asset service providers, central securities depositories, central counterparties, management companies, institutions for occupational retirement provision, rating agencies, crowdfunding service providers, and several others.
DORA applies directly to these entities, and indirectly to their ICT service providers.
