European Supervisory Authorities (ESAs)
EBA, ESMA and EIOPA — the three authorities that draft DORA's technical standards and oversee critical ICT providers.
The ESAs (European Supervisory Authorities) bring together three authorities:
- the EBA (European Banking Authority),
- ESMA (European Securities and Markets Authority),
- EIOPA (European Insurance and Occupational Pensions Authority).
Under DORA, they jointly draft the technical standards (RTS/ITS) and designate the third-party ICT providers considered "critical", which they then oversee directly through the oversight framework set out in Articles 31 to 44.
